Completed and Ongoing Projects by the Oyo State Government, May 2019 to August 2026

Below is an updated list of completed and ongoing projects executed during Governor Seyi Makinde’s tenure between May 2019 and August 2026. Completed and Ongoing Projects in Education

1. Construction of 60 model schools across Oyo State under the Oyo SUBEB-UBEC intervention programme.
2. Other Oyo SUBEB Projects: Construction/Renovation/Rehabilitation of blocks of classrooms and other infrastructure facilities in the State (between 2019 and 2022)
   1. Construction of 323 classrooms with toilet facilities
   2. Renovation of 468 classrooms, 10 stores, 2 libraries, 1 toilet, and 1 hostel
   3. Renovation of 158 offices (including an HM Office)
   4. Renovation of 7 classrooms and 1 office (storey building)

Procurement of teaching and learning aids for 21 public special primary schools and 12 public special secondary schools in Oyo State; Perkins Braille, Manual typewriter, Index everest braille embosser, Duxbury braille translator, Universal braille kit, Talking calculator, Reams typing paper, Walking sticks/mobility cane, JAWS for Windows (single interface), Generator 5kv. Others were Braille math blocks, Braille alphabet chart, Braille letter keychain, Audio meter, Overhead projector, Hearing aids, Joy singing 3rd edition, HP desktop, Educative toys, Charts, Domino cube puzzle, First aid box, Mattress, VCD, Crutches and Regular wheelchair. 9. Procurement and distribution of Braille textbooks, essential educational materials, typewriters, Braille papers, talking calculators, and white canes, maths set for the blind, adjustable walking sticks, Geo Safari globe map, Guide cane, Cerebral palsy wheelchair, elbow crutches, hand-free crutches and a host of others to secondary schools in Oyo State with visually impaired students (executed in 2024)
10. Procurement and distribution of free Braille textbooks covering Mathematics, English Language, Basic Science and Technology, Christian Religious Studies, Islamic Religious Studies, Pre-Vocational Studies, National Values, Yoruba Language, and Literature storybooks for visually impaired pupils in 10 special basic schools (Oyo Special Basic School, Durbar, Oyo; Omoyeni Special Basic School, Orita-Aperin, Ibadan; H.L.A Special Basic School, Agodi-Gate, Ibadan; C.A.C. Special Basic School, Oniyanrin, Ibadan; Special Basic School, Bioku-Alaadun, Ibadan; Oyo State Special Basic School, Ogbomoso; L.A. 11. Recruitment of 5,000 secondary school teachers (completed in 2021).

13. Sole ownership of the Ladoke Akintola University of Technology (LAUTECH – achieved in 2020).
14. Take-off grant of N500 million for the College of Agricultural Sciences and Renewable Natural Resources, Iseyin (2021).
15. Increase in subvention to tertiary institutions in the State to 100% (2020).
16. Conversion of Emmanuel Alayande College of Education to a University of Education (completed in 2023)
17. Annual bursary award of N500,000 to Law School students who are Oyo State indigenes since 2019.
18. Annual bursary award to final year students in tertiary education nationwide who are Oyo State indigenes commenced in 2025.
19. Construction of various buildings at LAUTECH Iseyin Campus (completed)

21. Take-off grant of N1 billion for the Emmanuel Alayande University of Education (December 2024)
22. Recruitment of 7,000 primary school teachers (5,600 completed and 1,400 ongoing)
23. Recruitment of 7,500 secondary school teachers (5,240 completed and 2,250 ongoing)
24. Recruitment of 100 caregivers for special needs schools (completed)
25. Recruitment of 3,000 non-teaching staff for secondary schools (ongoing)
26. 28 18-seater buses to Federal, State, Indigenous and Special Education Institutions in Oyo State (handed over 7 March 2024)
27. 32 electric bikes (e-bikes) to the student community in Oyo State (handed over 14-15 August 2026)
28. Renovation/reconstruction of 3-classroom blocks in 105 schools (315 classrooms in total) in rural areas as part of the GPE/BESDA-AFTESS initiative (completed).
29. Renovation/reconstruction/construction of classroom blocks in 36 public schools across Oyo State (ongoing).
30. Training of 18,000 teachers and handing over tablets on 12 August 2025. The teaching aids are sponsored by the World Bank Global Partnership in Education programme, in collaboration with the Universal Basic Education Commission (UBEC) and Oyo State Universal Basic Education Board (Oyo SUBEB)

1. Renovation/reconstruction/construction of 209 Primary Healthcare Centres across Oyo State (completed).
2. Establishment of Neonatal Ward at Adeoyo Maternity Teaching Hospital
3. Solarised Pressure Swing Adsorption Medical Oxygen Plant and Level 2 Newborn Unit at Jericho Specialist Hospital, Ibadan  (Facilitated by UNICEF, CHAI and NACA).
4. Renovation and equipping of Public Healthcare facilities:
   1. Upgrade of Ring Road State Hospital, Adeoyo, Ibadan operating theatre, radiography unit and medical laboratory (completed).
   2. Upgrade of Adeoyo Maternity Teaching Hospital, Yemetu, Ibadan (completed).
   3. Upgrade of LAUTECH Teaching Hospital, Ogbomoso Patients Relative Building and the Magnetic Resonance Imaging (MRI) building (completed).

9. Increase in the enrolment of people in the health insurance scheme from 69,996 in Sept 2019, to 334,587 as of May 2026.
10. Solar power installation in 23 PHCs.
11. Distribution of 97 and 120 generators to renovated and upgraded primary health centres (PHCs) as a backup power source (completed).
12. Equipping 264 PHCs, including the 209 upgraded (completed).
13. Designation of PHCs as 24-hour and 9-hour Service Delivery Centres (SDCs) to improve access to quality healthcare (ongoing).
14. Recruitment of 232 doctors, nurses, pharmacists, physiotherapists and medical laboratory scientists and exit replacement of health workers who left the service from 2021 till date (completed).
15. Recruitment of 332 healthcare workers in secondary healthcare facilities and increased internship quotas under Omituntun 2.0.

17. Renovation of 106 Primary Healthcare Centres across Oyo State (completed).
18. Omituntun Free Health Missions providing free healthcare services to over 18,000 residents of Oyo State.
19. Free Hydrocele surgeries and Lymphedema management
20. SAfER Care Scheme (Free health insurance to registered children under 5, pregnant women, the elderly, widows, PLWDs and vulnerable people earning less than N200/day) – (ongoing)
21. Launching of the Maternal and Neonatal Health Innovation Initiative (MAMII) in collaboration with the FG to reduce maternal and neonatal mortality rates 
22. Approval of the Oyo State Water Sanitation and Hygiene (WASH) Policy to eliminate open defecation and expand safely managed sanitation across the State
23. The setup of the Anti-Quackery Task Force by the Ministry of Health to combat unlicensed and unregistered facilities in the State.

1. Purchase of operational vehicles for security agencies in the State
   1. 100 operational vehicles equipped with communication gadgets to the Nigeria Police Force
   2. 5 operational vehicles to Police Mobile Force Squadron which commenced operations at Ago-Are in Oke-Ogun
   3. 25 operational vehicles to the Swift Response Squad (SRS) of the Nigeria Police Force and “Operation Burst”
   4. 33 operational vehicles and 396 motorcycles to Oyo State Amotekun
   5. 2 additional operational vehicles to Oyo State Amotekun
   6. 9 operational vehicles to the Security Joint Force, which is made up of officers of the Nigeria Police Force and the Nigeria Security and Civil Defense Corps (NSCDC)

   9. 74 operational vehicles to each division of the Nigeria Police Force

10. Agro Rangers to maintain peace between farmers and herders in the State
11. Establishment of Oyo State Security Network Agency (Amotekun Corps), construction of Headquarters in Ibadan and recruitment of 2,000 personnel for the Agency.
12. Provision of 58 hectares of land and grant of N500 million for the establishment of a Permanent Base of the 671 Nigerian Air Force Detachment at Ajia, Ona-Ara Local Government Area 
13. Provision of communication gadgets, bulletproof vests, etc., for security operatives
14. Set up an Emergency Operations Centre in response to the Bodija incident of January 2024
15. Reconstruction of Ojoo Police Station, Ibadan (completed)
16. Ensuring the welfare of security agencies, including providing rations to officers
17. Maintenance and fuelling of operational vehicles
18. An additional 480 Amotekun Corps members were recruited as a subunit – Forest Rangers to bring the total number of corps members to about 2,500.
19. Purchase and deployment of two (2) surveillance aircraft to support Oyo State’s existing security architecture (delivered in 2026)

1. Attracted over N46 billion worth of Agribusiness private sector investment to Oyo State (as of 2024)
2. Construction of Fasola Agribusiness Industrial Hub, Oyo (fully subscribed and nearly completed). The value of investment as of 2024 is about N20 billion.
3. Construction of Eruwa Agribusiness Industrial Hub, Eruwa (3,250 hectares) (approved)
4. Construction of Oyo State Agribusiness Industrial Hub, Ijaiye (3,000 hectares) (ongoing)
5. Development of a Rungis-style wholesale agri-food market, Ijaiye (agreement signed)
6. Revamping of Moribund Facilities:
   1. Pacesetter Quarry and Asphalt Plant, Ijaiye (completed).
   2. Reconstruction of OYSADA Headquarters, Saki (completed).
   3. Upgrade of the Oyo State-IITA Youth Agribusiness Incubation Park Centre, Aawe

10. Distribution of farm inputs to smallholder farmers under the OYS-CARES programme:
    1. Phase 1 (October 2022) distribution covered 10 Farmer Community Associations in Oyo State
    2. Phase 2 distribution (September 2023) covered 15 LGAs in Oyo State
    3. Distribution of high-quality cassava seeds to farmers across the State (August 2024)

11. Installation of Start Them Early Program (STEP) in 13 schools across the State
12. Training of 3,300 youths under the Youth Entrepreneurship in Agribusiness Project (YEAP)
13. Empowerment of 100 females in Agribusiness through the SEFAN/SWEAN project
14. Training of 22,370 farmers on weather predictions, soil management and other agriculture practices.
15. Statewide free vaccination of 250,000 sheep/goat and 120,000 cattle with Anthrax, CBPP and CR vaccines
16. Execution of the Sustainable Actions for Economic Recovery (SAfER) package. Components are enumerated below:
    1. N500 million disbursed as low-interest loans to 2,085 traders, artisans, small and micro business owners and market men and women
    2. N1 billion disbursed as low-interest agricultural loans to 3,525 smallholder farmers
    3. SAfER YEAP low-interest loans approved to youths in agribusiness (disbursement in progress)
    4. Distribution of grains provided by the Federal Government through the Oyo State Ministry of Agriculture to 2,000 poultry farmers as feed
    5. 1,000 fish farmers supported with fish feed
    6. 40,000 health insurance premiums paid for pensioners in 2024
    7. Health insurance premiums paid for students in Oyo State-owned higher institutions for the year 2024
    8. Health insurance premiums paid for 50,000 vulnerable citizens of Oyo State for the year 2025
    9. Payment of N15,000 to pensioners and N25,000 to civil servants as wage award for six months starting October 2023. A further extension of payments for another six months up to October 2024
    10. Resumption in the payment of gratuities to pensioners. N206 million was paid to 92 pensioners on 11 September 2023 and gratuities have been paid monthly since then.
    11. Provision of Omituntun Bus Service at subsidised rates for intracity and intercity movements. This serves over 20,000 people daily
17. Ongoing execution of the Oyo State Livestock Productivity and Resilience Support Project (L-PRES).
18. Execution of Oyo State Land Tractorisation Subsidy Programme with over 2,800 farmers as beneficiaries as of July 2025
19. Launching of the Oyo State Sub-National African Continental Free Trade Area (AfCFTA) Strategy to boost exports, attract investment, and open new African markets for goods and services produced in the State.
20. Expansion of the Oyo State Social Register by 2026 to include an additional 250,000 households and modernise the Social Protection Management Information System (MIS) to link with other State databases
21. Increase in the monthly amount for gratuities to N3 billion to offset all outstanding payments before 29 May 2027.
