The Oyo State Government, through the Oyo State Investment and Public Private Partnership Agency (OYSIPA), is facilitating the public-private partnership of the ongoing development of Rayfield Gardens City Estate in partnership with Fendini Homes.

The residential wing of the Rayfield Gardens City Estate offers 354 smart home units, including 3- to 5-bedroom bungalows and duplexes, while the commercial wing includes a shopping mall, hospital, school, amusement park, hotel, banking hall/ATM Gallery, and events centre. The Rayfield Gardens City Estate features modern amenities such as 24-hour security and internet access with seventy-four (74) plots of land that home buyers and investors can build according to their designs and specifications but in line with the quality control at the estate.

This housing estate at Rayfield Gardens City Estate is one of the numerous housing projects embarked on by the Oyo State Government is partnership with private firms. Other housing estates being constructed through similar PPP arrangements to address the infrastructure deficit in the housing sector in Oyo State are; Kommi Prime Estate, Bodija Premium Estate, Greenland Estate.
